About the two rates
Both rates build the site itself. The promotional rate trades a five-page ceiling for three months of changes; the fixed rate takes the ceiling off. When that window runs out the site does not stop being looked after — changes are either quoted one at a time, or covered by the S$60 retainer in IV. Six of those builds are written up on the Work page.
The promotional rate is a founding-partner rate and it is capped at seven clients. Two have taken it. It is priced where it is because the studio is new and is buying a portfolio, which stops being true somewhere around the seventh one — so the rate stops there too, rather than quietly becoming the standard.

A template is not a cheaper version of the work above it. It is a different trade: a design already finished, which you move into and furnish, rather than one drawn around your business starting from nothing. II promises no template and no page builder. That promise covers the builds in I, it holds, and it is exactly why these are sold under their own name instead of folded in as a third rate.
For a business that needs a site this month more than it needs a site of its own — which is a real thing to need, and not one the rates above answer honestly. Not open yet.

Both rates cover the design and the build. The promotional rate is for the studio’s first seven clients, its founding partners; two have taken it. It exists while a new studio builds its portfolio, and it ends at the seventh client rather than becoming the standard.
Once the free changes run out — three months on the promotional rate, one month on the fixed — changes are quoted one at a time or covered by Maintenance at S$60 a month. The questions page has the detail.
